To begin, wash the rice until the water runs clear, drain and set aside. Then add the diced onions and cook. Then add in the fresh chopped mint, black pepper, red pepper flakes, and salt. Stir to combine then add the water. Cover and cook on medium heat until soft. Fluff when done cooking.
Remove the rice from the pan and transfer on a plate. Set aside to cool. Working with one leaf at a time. To roll: Start with one side by folding it over the rice, then repeat with the next side. Roll to the top of the leave and place down in a casserole.
